Before cities went live I read a post (forget where) that you need a class 3 or 4 city in order to place a cloning facility.

Now that politician is available I see that you need Martial Policy 2 to place cloning facilities.

Are both arequirement or did they change it to reflect politician lvl as opposed to city class?

Is it possible to place mining machines and structure factories and the like on Dathomir and Endor? I remember the nerf of no more housing, but what about these non-residential structures?
