Okay the medium Tat houses and the large Tat houses have patios upstairs. Why can't we place furnitures there?

The server considers those places to be 'outside'; i.e. Not part of 'your' property.

It's a shame though, it would be nice. Trouble is, they'd have to do something clever to make the roof into another 'room' of the house, with somekind of mini-terrain and sky added, instead of the real outdoors area. Otherwise running through a housing estate would be a nightmare for lag and object rendering.
