When I dothings like generators, I get no option to experiment. Is there a tool/stationcombo I haven't tried that will let me adjust these?

Nope - you are fine. Some components can't be improved (experimented) so it just doesn't show that option.
If you are using a structure tool at a private structure station, then what you see is all that is available.

I tried the generic tool on a general station, I tried - well, lots of combinations to see if I was missing something.

Ummm - the "Generic Crafting Tool" will NEVER allow you to experiment, as far as I know. You MUST use one of the specialty tools with the appropriate specialty station.
