Yes, you can use a mineral harvester to pump up radioactive if you want. You then use it for power just as if you pumped it up with a fusion generator. However, the harvester takes more maintenance than a fusion and takes power to run, so it isn't as effecient as using a fusion. But as an interim step when you are getting ready to transitition from wind to fusion it's very viable in the short-term.
