No - since the patch the best we can make is BER14.

There are pre-patch BER16s around. There are even some really wild BER 25-30ish ones around that were either transformations or made during a 1-2 day window. No one who owns such a beast is going to be selling it.

Pre-patch it seemed that the lowest I could make was 16's. Now, post patch, I haven't tried, but I've heard the max is 14.

Yes max is now 14 for fusions. Furthermore the devs haven't even acknowledged that experimentation was removed so we don't know if/when it will be changed or if it is a bug or intentional.

I wonder how many times we have to point his out to people.

Since the Player City/mount patch, the Highest BER that is possible on fusions is 14. There are those that have higher BER, but they where all made before this patch.

the answer "no"
but there was the ability at one time to make higher.
