Don't let the max BER rating on the Ore Mining Units, Turbo Fluidic Drills, or Heavy Harvesting Mechanisms influence you, just go for the highest % possible. While 6 is the highest value that will be displayed, it doesn't mean that the unit can be used to make a 13 ber harvestor. The experimental efficiency has to be at least in the upper 80's to have any chance of reaching 13 ber, and even then, you should aim for at least a 90%.

I would say go for at least 95%...

BER4 for the Light Ore Mining units needed for mediums and BER6 for the Ore Mining Units. I normally experiment to 97% or higher and always get BER13 Heavies and BER10 Mediums at around 86% experimentation on the final.
