are they the same on each planet or do they vary by planet?

It can only be found on the museum in bestine on tatooine... and there's only 1 schematic per phase. And the phases last about a month

Each server does get different paintings though.

The painting schematics themselves, are the same for all servers, but each server might have a different one at a given time. On a recent visit to Sunrunner, I saw paintings that Radiant has never had yet. The painting schem given is decided by player votes, so go to the museum in Bestine and do the vote quest for your favorite!
