Is it possible to place furniture on your balcony? I have a large Tatooine house that has a large deck on the second floor. I purchased a cafe table and chair set and a few torches, but could not get the radial option to drop any of it while on the deck. Thanks for your assistance!

Sure can't. I've heard some speculating that this will change someday, but I wouldn't hold your breath.

Nope you cannot place furniture on the balcony due to it not being considered inside the house. To try something really funny if you are an artisan you will find that you can indeed sample from your rooftop. There used to be a bug with this that if somebody went out onto your deck they could turn on the access fee and then you were trapped if you did not want to pay it.
I don't see this changing unless they redefine their housing A LOT.

So if all you want is a pool of water or statue sitting on your porch you're alright. However we can't drop anything really interesting. I wish they would just turn all furniture into "decorations" so they can be placed outside as well. Who wouldn't want to have chairs and a table out in front of the cantina? This would also be a temp fix for the balcony and give the city life a bonus.

You should be able to. It's stupid you can't.
I remember on UO I was able to put stuff on the 2 little steps outside my door.

That would be cool to have a specific area in your player city, where there are a couple of relatively flat gardens, and crafting stations around the sides, with benches and chairs near them.

I had originally heard that SWG did not want to allow outdoor placement of any items as it would disturb the "Star Wars Look" for others in the game. I guess that meant that they wanted the world to look as uniform as possible for anyone passing by. Decorate all you want ont the inside, jsut don't make the "world" look any different.
