How do you control the leadership of the PA? When you put down the PA (which I did not do b/c I need my precious few slots for ore and steel), the person that places the PA becomes the owner and the leader. How do you change that leadership? Plus, are there any key commands that I should be aware of?

Have each member go the the membership terminal and declare their allegiance for who you want to be the new leader. That is how it is supposed to work, I have no idea if it actually does.
