If you give someone access to your house, can they pick up dropped items? I want to be able to give some things to a friend, but he isn't able to play when I am on for the most part.

Give them admin rights to your house and yes they can pick up and drop items. I think the only thing they cant mess with is a vendor which you have placed, though I am not certain on that issue.
