They're called Skill Enhancements and go into socketed clothing. In your inventory, they act a bit like powerups to weapons. Drag the tape onto the piece of clothing you are equipping and they'll stick. But, be warned that you cannot remove them once set. So make sure you get what you want and don't accidently drag too many items onto the clothing because you'll delete one or more of the existing ones if you go past the number of sockets that clothing has.

They stopped dropping about a month+ ago. No clue if they have put them back as loots or not.

Umm.... What are these tapes? Do they go in a droid? are the worn? I've never heard of these.
