I'm sorry if it has been asked already, I looked and can't find the answers in the last 4 pages. (yes yes I'm lazy and don't want to go more than 4 )

1. If we buy a PA hall, does it take up one of the plots from the guild leader?

2. Where can one place them? Anywhere outside a town? (Like harvesters, houses, etc)

PA halls take up 9 lots of the person who places it (tatooine ones only take up 7).

They have the same building rules as any other building. They are very large though so you'll need a good plot of flat terrain.
