You could not because you would not have the experimentation points to do it.

I guess theoretically you could if you land a couple amazing successes during experimentation. I wouldn't count on it.

I made a Heavy BER13 when I just have Installations 4.... So yes... you can do it, but it's depends on luck.

I was at Construction III and amazed myself when I built a BER9 medium mineral harvester. I usedtwo experimentation points to get from 8 to 9 and had one point left. I decided to continue crafting and qualified for Construction IV. I was really happy when I crafted my first BER10 medium with 0/4/4/3. Mind you, I was using some super resources to do it
