The two categories are not necessarily the same. Just because something doesn't work the way we think it should does not mean that it is a bug, it might be but could just be a design choice we dislike. I would consider the 2 categories different yet similar. Some of the items that are in the "how things are working" list could be bugs but we can't assume so until they say "Oops, no thats broken" rather than "Oh we wanted it to do that because...".
Here's how I'd define them:
Bugs - obvious programming erros that cause something to not function at all or work wrong e.g. incorrect power display on harvesters.
How things are working and how they should - possibly a bug or possibly design choices which don't make sense, e.g. someone might include medium minerals using 3 structural modules rather than 3 walls, maybe its a bug or maybe they have a good reason for it, we'd like to know either way.
