I should know this as a master architect, but I do not. I can make a BER 9 Wind harvester, and a BER 7 Solar generator. Which is better? Is Solar power more potent and therefore I get more out of less? Or is it strictly BER rates that matter? Basically, is 1 unit of wind power worth the same as 1 unit of solar power when it comes to powering my harvesters?

solar is better.

However, why waste your lots gathering power? Buy radioactive. Get some 900+ Potential Energy. You should be able to find it from 2.5 to 3.5 cpu. Much better stuff the wind or solar plus you don't have to use your lots for power and can use it for ore or metals.

You can make solar for BER8 and wind for BER9. Solar can occur in slightly higher concentrations but the wind has a little bit more pulling power. A BER9 on a 58% spot pulls the same as a BER8 on a 65% spot so in a way they are pretty close.

The capital expense of building a wind is substantially less than building a solar, so for most people just starting out going wind and staying with it seems to be a better deal right now. In the long run you want fusion power - either your own or purchased. In general, you are better off buying your radioactive power from a power broker and using that lot to pull up the minerals that you need.
