If i make a deeds can i sell them? Or do i have to build them and then sell them?

You make and sell the deeds. You do not place (build)them first.

It is possible to build the house, then use the /transferstructure command to "sell" it to another player.

But more than likely,buyers want to place the house where they want it, not where the builder chooses.
