I believe they drop off Imperials. Check in the Items and Loot forum, they'll probably have something about it there.

Are they that rare of a drop? Or are the Imps they drop off of that hard to find/kill?

For me it came down to how bad I wanted one. On one server I saw some for 500k. Nope. Found one for 250k. I wanted it bad. Bought it. But on another server I found several on the bazaar for only 6k. Bought those.

I guess the price range has to do with whether it was a factory run batch or a single use one? I have yet to run across a schem for one, but I haven't tried looking that hard either, as I can't afford them at those prices. Hmm.
