I am unable to build any deeds that were opened up to me after I trained installations 4. I am using the correct tool and and sitting by the crafting station. They just don't show up in the listing when I use the tool. The deeds are in my datapad however. Any Idea's CS isn't helping at all.

The ones you dont see are probably the ones that require a PersonalCraft Station. The schematics wont show on the in town Public ones. You dont necessarily need to ownone or a house to put it in if you can find someone else that lets you sit at their station. You can check at SWGCraft.com...that information is included on which schematics require which types of stations.
