Anyone know? I did at least 5-10 on each type this morning and none helped with that attribute.

Short answer, tweaked couplers.

It's an excellent guide and lists all of the different powerups available.

I forgot, Lightening Grips also reduce action cost.

Couplers and Grips can both decrease action.
