I am trying to master all crafting classes, because i like crafting things 
Next on my list is architect, and i was hoping i could get some help to this
question.
The Maximum BER for a Heavy Harvester is currently 13.
What percentage Experimentation is required to achieve the Maximum BER?

Also i found that according to SWGCenter.com,
the most i can get out of the past resources
(if i had access to them that is) is:
Efficiency: 95% (max)
Hopper Size: 83% (max)
This is is a single schematic, using:
Vige Vintrium Extrusive Ore
Ihoot Kammris Iron
Didolea Duralloy Steel
Iwak Phrik Aluminum
Aupat Platinite Copper
Avyt Varium Carbonate Ore
Iwak Phrik Aluminum
all found on Bria....
Is the 99% required to get to a BER of 13? because i cant
see how that could happen unless some really really nice
resources spawned on Bria, then noone wrote them to SWGCenter.

The percentages change for getiing a BER 13 depending on the quality of the component. So if you used a perfect ore mining unit you might be able to get the % required down to the mid 80s.

So if only 80's are required, what happens if i experiment to 99% ?
are they still only 13?

The final BER of your harvester cannot go over 13 - period.
The quality (e.g., 96, 83) of the mining component and the final assembly are added together to determine the final BER. So if you have a very high quality mining component, you can hit BER13 at a lower point in your final assembly. OTOH if you have a low quality mining component, you might have to get (for example) 96 on your final assembly to hit BER13.

I use 94% ore mining units (turbo fluidic drilling pumps, heavy harvesting mechanisms) and get to 13BER with eight experimentation points worth of "great" results. Sorry, I can't tell you the exact percentage, but I'm fairly certain it's in the mid- to upper-eighties. Seven points is not enough for me with the resources/components I use.
I always throw the last two points in to capacity, but some people have reported problems with capacity crit fails lowering the BER.

Oh, well thats dissapointing 
I guess there is no sense in using all top-quality resources then, just enough to scrape by a BER 13.

Experiment the mining units (ore mining, harvesting, drilling pump) as high as you can. They will hit BER 6 fairly quickly (in the 70s I think), but if you use low % experiment mining units in your heavies, as has been said above, you're going to have a rough time hitting 13 when it comes to making the actual harvester.
In that sense, using good resources in the mining units and the final harvester does make pay off. Otherwise you're going to get a lot of BER 12s you weren't expecting.
