I am thinking about becoming an architect on Bloofin. I was looking around and some guy claimed he had BER 23 fusion genrator. Is this possible and how?

There were some oddball fusions produced as part of a patch conversion and/or for a few days right after a patch that had HUGE BERs. They cannot be built now. BER14 is the current max.

the old fusion gens before they redid the experimentation used to be able to up to I think 26 BER, Only wind harvisters and fusion gens had option to experiment on BER before they re-did them.

I have a 17.... dont ask me how I didnt it I think it was a bugged when i crafted or something. but I usually get 14.

I have a BER 24 one, got it a long time ago before the deeds displayed the harvesting rates. Its nice.
