I apologize if this has been discussed before...but as a Master Architect, do I have to grind through Urban Planner to build a city hall? I tried searching through the old messages but couldn't the answer.
Just was wondering if I should have a lot of ore ready to grind or be making wall mods...

I believe you only need to be a Master Architect.

How big can a player city get? I've heard the max range is 450m. Can someone verify?

its a 450 radius, and can not be any closer than 1000m from another city
