Are there public Structure Factories? If yes know location?

You might not understand how factories operate. In order to make use of a factory you need admin access to it. You put in your schematic and raw materials, turn it on, and finished product goes into the output hopper. At any point you (or anyone else with admin rights) can remove the products from the output hopper without stopping the run. Once the run is finished, or the factory is turned off, you (or anyone else with admin rights) can remove any of the materials in the input hopper, any of the product in the output hopper, and the schematic.
Given that, you will never see a "public" factory. You need to either put one up yourself, or have someone who trusts you (a lot) put you on admin for their factory.

Thanks, that explains it well! I guess I will have to buy or build one.
If I build one, does the quality matter of the resources going into it? From what I have read in the FAQ and on the board in general quality matters a great deal for harvesters and such but should I use top qualityresources whenbuilding a factory?

You may not have to buy or build one. I share several structure factories with other architects (some established, some aspiring).
What you'll need to do is find an architect, preferably one you know, and see if he will let you use his factory. Generally it's considered polite to pay some maintenance and put some power in it when you use it.

Ewach is correct - if you only need occassional use of one for awhile and you have one or more architects who you trust and who trust you, it's perfectly feasible to share a harvester.
With regards to the resources and experimenting on the factories, right now we can't "improve" the factory in any dimention (e.g., production speed, hopper size, operational cost) so just use whatever junk resources you have around.
