The loot kit components are being dropped by a variety of NPCs: Imps, Rebels, thugs, etc. There does not appear to be any type of NPC more or less likely to drop them.
The drop rates are very rare, about on par with crystal drops before the publish. It can take an hour or more of killing to loot just one component.
The type of loot kit you have does not affect what component you may find (ie if you have the blue rug loot kit, you can loot a gong piece and vice versa).

I've seen no pricing yet on anything related to this, i think most people who may find parts are keeping or trading for the parts they need. I know on saturday (kettemoor server) i was grind the rest of TKA, had to get 600k xp, which i did reach. All day & prob. 1000's of kills i looted 4 pieces (1 from a tusken, 1 from a jawa, 1 from a Aa'kuan, & 1 which i can't remember). It seems to be random from any npc which is of med./hard lvl. I have not looted any from low-end jawas/settlers/thugs yet. (but doesn't mean they don't drop).
I would agree with the above post in saying the parts have a drop rate of some where between the old crystal rate & new. May be more frequent then the old rate of crystals. In the end im sure these completed items would & could be high priced sellers. I however plan on keeping what i complete for now.
In total i have 3 parts for the sculpture (2 are the same), 1 blue rug part, & 1 orange rug part.

Just to add my support, I agree that the drops are random between NPCs and very rare. I had a lot of time to kill before a client came online so I went on a bunch of imp missions and picked up a nabooian sculpture base (section 3). Later on that night I went around and slaughtered a bunch of meatlumps to see if they dropped them at a different rate. Out of the 150 or so I killed I picked up a bunch of the old loot and a blue rug thread.
