The command is /transferstructure.
I have not used it myself except someone transfered a building to me once. If you do a search in the forums, it should come up and you can probably find more detail that way.
If anyone else here has more detail of how it works I can put something in the FAQ.

I use it frequently.
The recipient of the structure must be near the structure.
You can either target them and use /transferstructure or include their name in the command.
When you transfer a structure, it removes your admin/entry rights to the building but it does not disrupt anyone else who may have them. If you intend to keep using the structure, you must have the new owner add you back to the list.
I don't believe that the auto-generated waypoint you got when you built it goes away, and the new owner is not given one.
The recipient of the building must be able to place the structure on their own under normal circumstances (merchant tent, hospital, cantina, etc.) and they must have enough free lots to accomodate it for the transfer to go through.

I've found that the safest way to do this is:
Both of you go into the house
Make sure that the new owner is on the admin list
Click on the structure terminal and then type /transferstructure NewGuyName
If you intend on continuing to use the structure yourself, have the person put you back on the admin list immediately.

Yep - you can transfer homes, harvesters, factories, PA Halls, cantinas, etc. AFAIK the only structure that *cannot* be transfered is a city hall.
Remember that the recipient must meet all of the requirements for that structure (e.g., have free lots, qualify for that structure, etc)
