Who ever has ownership of the PA or home has to give you vendor permissions in the building first. Then you have to go to your own home and access the admin panel and make your vendor. I recommend just using a terminal vendor right now because the other ones are bugged when it comes to off site vendors.

Once you have your vendor in your inventory go back to the place you are going to set it up and hand it to the owner of the place. He or she then has to place it. I think this is good, it allows th owners to place things where they want, and not the vendor. Once placed, the vendor owner can access it like a normal vendor!
