The highest I ever had was 997 and I got something like +14.91.

Ya, I'm not sure but I think Conductivity 1000 might get you a perfect 15.0. We've got 999 conductivity copper on Kett and I get 14.97 from it.

If there are 15.0 tools on your server and you have not had a 1000 conductivity copper then they were probably made during Temporary Tuesday, when crafting rules changed for one day only. You could get perfect 100% experiment results on that day and people made 15.0 tools with lower rating conductivity copper.

I've still got a small (less than 5k) stack of some copper from around Nov. of 03. It had 1000 and I've been able to hit +15 and still have 1 or 2 points of experimentation left when I make them. I'd like to get some more but I'm not about to pay the insane prices that it get's now.
