Nope, if you get a PA hall that was built after the player cities/mount patch, you should have no trouble placing on the other accpted planets for Tat buildings. If you get one that was built before the patch it can only be placed on tat.

when was this coded? was it recently, because even ones made after patch were coded for only on Tatooine, same goes for the Naboo style.

According to a CSR the PA's are on a different structure coding than other buildings and were not included in the patch to go on other planets. According to this CSR they may or may not include PA's in the cross planet placement. As of a week or two ago, they could only be placed on the planet they were built for so, if you are on any planet other than Tat, Naboo or Corellia you have to place the generic PA.
