If you pull the harvester down - do you get the self powered deed back?

Yes.
I don't know what happens if you choose to destroy the harvester rather than redeed, tho.

I think, not 100% certain that you get it back when you destroy, the reason i say this was one night i decided to move a harvester with a self powered deed on it, i selected it emptied it and thought i had redeeded it, then i went to the new spot to place it and the harvester deed wasnt in my pack but the self power deed was, the reason im not 100% sure was because i was tired at the tiem and i did sit deleting a lot of rubbish stuff from my backpack enroute to the new spot so either i deleted it by accident when deleting the rubbish from my pack, or i didnt have enough maint in it when i redeeded it and destroyed it that way without realising.

break even point is well over half a year on these assuming 1cpu for power@ a 400k expense. If you pay more than 1 cpu for power then the break even point is sooner. So its not pointless to use them but it takes a while to see a profit. If you got them for free then there is no question, use em or sell em. They are atleast some cash in pocket.

I've 70 so far. You cannot equate cost to flexibility, IMO. I can go out with 70 harvestors in my guild without ever having to get power. I'm more flexible on locking lots for a week or two for power now. That's worth a lot to me.
