A single elite combat profession mastery takes at least106 skill points. A master elite profession off the artisan tree takes at least 92 skill points. That leaves52 skill points for other combat skills. It might be possible to get to CL80 with these, but that's not nearly enough for another elite mastery. This would probably not be totally effective for a miner template, because you would probably want full surveying skills.
To be a miner, you need no more than29 SP in the artisan tree (surveying tapes may allow you to knock 5 SP off this). This leaves 221 SP for combat. Two elite combat professions from the same branch (melee or ranged) need 183 SP. Together, these leave 38 SP for other things. I'm not sure if the double master elite combat professionswill give you CL80 or not, or if you need something else.

To do any kind of harvesting, you just need the Survey Tree, which is 29 skill points. You could still Master any two combat professions and still get the Survey Tree.
The one I just tested was M. Rifleman and MBH, and you still get 0004 Artisan with 23 skill points to spare, which means you could also pickup the Hunting Tree in the Scout Profession for harvesting hides for additional resource income. And you would have 9 points to spare, maybe pickup some FS skills.
