I'm currently on Naboo grinding away next to my harvesters and don't have a chance to visit other planets. Do the mineral resources on different planets differ from planet to planet? Or is what comes up on my mineral surveying tool the only resources on the server at the current time?

Each planet has its own resources. For example, both Tatooine and Naboo might have Ohae (a polysteel copper) but Naboo might have a Beryllius copper that Tatooine doesn't have. You have to go to each individual planet and use your survey tool to see what's available there.

90% of the common resources in the galaxy will be the same on most of the planets. You may find a particular kind of copper on one planet that doesn't exist on some other planet, but for the most part, the resources are pretty common throughout the galaxy. This is not true of the rarer metals. Also, each planet has unique fiberplast and flora. However, if you take your 20k and go galavanting around the galaxy looking for better copper for you rifle barrels, you're most likely going to be disapointed.
Also, though I play on a server where the resource shifting is broken, so this may be a skewed view, it seems that everytime the resources have shifted, there has been one planet that has by far the long end of the stick when it comes to resources. There seems to be one planet that has the majority of what a weaponcrafter needs to make the majority of his weapons.
Anyhow, just some observations from someone who's been disapointed in the past by attempting to find THE best reactive gas in the galaxy to try to squeeze another percent out of those dang power handlers, only to find it was all the same... no matter how far from home I traveled.

Been gathering supplies to become a AS for the first time. I found some intrusive ore that has all 900ish stats except 466mal 165oq..

It is worth mining with that low oq?

not really, the most important stats to look for are the overall quality and the shock resist

Not really, only if you don't have access to anything else. The only stats you will use are OQ+SR, and in the case of marauder appearance OQ+SR+DR.

% concentration from the survey on wind. Higher you can get the more you will pull outta the ground (or from the wind) The quiality of the wind is always the same no matter what planet or what the name of it is so %concentration is all you need to look for. 70% is the max you will ever get and 50%-65% is more than likely the concentration you will find. What server are you on btw?

I personally mine on Tatooine or Lok since they are the more flat than other planets and seem less cluttered. I cant help you get started on starsider. some helpful sites for resource mining are www.swgcraft.com and www.swg-resources.com as well as the forums here for artisan and architect.
