There is a thread around here (should be on the first 2-3 pages, I think) with a subject line like "making BER10 and BER13 harvesters". Find that - it will give you all the gory details.
In a nutshell, the *ONLY* things that matter are the "mining component" (e.g, Ore Mining Unit, Fluidic Drilling Pump Unit) and the final assembly of the harvester. The walls, generator turbines, structure modules, etc don't matter a bit.
For the mining component, just ignore that "rate" item and experiment that up as high as possible, preferably up into the 92+% and higher range.
For the final assumbly, experiment till you hit BER13 (or BER10 if going for mediums). At that point either stop experimenting completely or switch to experimenting on hopper size (there are some cases where a CF on the first hopper experiment try will drop the BER down a notch).
For the mining components and final assembly, use *either* materials with high HR,SR,UT (e.g. steel, iron, ore) OR materials with NONE of those attributes (e.g., use lube oil for any "chemical" that is called for). For the minerals, calculate the ((2*UT)+HR+SR)/4) - that will tell you what your maxiumum quality will be. That is, if that equation for your steel comes out to be 883, then the best result you can expect is 88%.

i try to get all of my heavy mining modules up to high 6, only time i was ever able to get them to 7 was during that 1 day of extra experimentation.
