I am trying to build a Large Generic plan 2 but it is not on my Structure & Furniture Crafting Tool and i am stand next to a public Structure Station is this item buged ?
can anyone help me ?

Some of the really high end crafted items require more then just a public crafting station and a tool. You need to have the tool, and be standing at a player crafted crafting station to access every scematic. Either a crafting station crafted by an architect, placed inside someones house, or a droid with the appropriate crafting station mod installed.

Yep.. you need a personal crafting station, or a droid with a structure crafting module in it.

(I carry around a MSE droid with a structure inside, plus i have a personal (with all options xcept droid storage) in by basement)
