Does the person that places the pa hall have to be the PA leader?

If so is there a way to transfer leadership?

Also are they ever going to fix it so admins can drop stuff in houses and PA Halls?

Thx

From what I have read the guild leader is determined by member loyalty. Members specify what member they are loyal too, and the member with the most members loyal to them is the guild leader.

No, the person who places the PA Hall down does not have to be the guild leader. In fact, you should really have a fighter-based profession place it, as it takes almost all of your slots.
