Factories need schematics and when i makea schematicat, lets say 20%, does that mean that all factory output is at 20% ??

I'm not sure exactly what you mean but if I'm guessing right, then the items produced from a schematic will have the same exact stats as the schematic. If you make a pistol schematic that has 50-100 damage, then all pistols produced with that schematic will have that damage.

here is an example that i was pondering, I have made a stimpack c schematic for 340 heal. However stimpack c's use Biologica Effect Controllers, Chemical Release, and solid Delivery Shell.

Each of these i experimented on and improved.

Now can i put any old bio, chem. and sold delivery shell in and get the same results?

No, the various parts would have to be identical to the one you used in the schematic.

That's why I always make crates of 105 of each part. I figure five tries is enough to get a really solid schematic, then pump out a crate of 100.
