Well, I'm gonna call it a bug! It's "bugged" me since the day our city qualified for one and I built it. My alt, a master musician, immediately dropped it and I went to work decorating.
Some time later, we got our long awaited and beloved "up" command and I tried to decorate the one part of my cantina that was BEGGING to be decorated...
The bar counter and all those wonderful shelves! Drop a bottle of Ithorian Mist and move it up...up...up.... then forward over the bar...
"not a valid location"
WHAT?!?!?
I try the shelves... "Not a valid location" at the front edge of the shelves!
Ok devs, so WHY have the shelves? They look so bare! At least once a week someone says "Hey! I love how you decorated the place! But you forgot to do the shelves."
I need a sign to post... "Shelves are for decoration purpose only... canot be decorated due to invisible force field at the fron edge."

This happens in most of the civic structures as far as I can tell. You can't place a painting right against a wall in a city hall, there's always a little gap. This doesn't happen in regular houses for the most part, so I have to assume it's a side effect of how player cities were rushed out. Sadly, it's almost certainly not high on anyones list of priorities, sofigure on it getting fixedaround 2007 after thedevs have tweaked Jedi for the fifth time andwe've gone through our third combat revamp.

It can be very annoying.... a whole building decorated and one small area left bare because it's "out of range"

It is a shame to have these features in our buildings that some of us put so much heart into that we can't use.
Note to the one star bandit... If you don't have the cahones to back up your one star, then don't bother... you can't one star someone with multiple accounts.

There are some really nice sculpture nooks in the back of the Generic PA halls that you can only balance some thing on the lip of. I'd really like to see those extended myself.
Perhaps we should begin compileing a list of these places where the bounding box could be tweaked a bit so that our correspondant can make sure that the Devs are at least aware that we'd like them to be looked at someday, even if it's a low priority.

You will notice the same thing in a house, if you have stairs then try to place something on the plinth at the bottom end of the hand rail, it's an obvious place to put a small statue, plant pot or whatever, but you can't, the location is invalid. So why is this? Simple really, it's to do with the 3 dimensional aspect of the structure, the plinth is merely artwork, in fact it stretches all the way up to the ceiling, think of it as a draft drawing where the outlines carry out (or up) to the extremities, only the stair rail is drawn in, but it is all 'solid' otherwise you would be able to walk off the side of the stairs.
I imagine it is the same with the shelves in the cantina, they are in fact a 'solid' box, with the shelves merely graphically depicted.
