Personal harvesters are based in the artisan skill tree. You'd want engineering IV and domestic arts IV to get BER 4 maximum experimentation on them.
Medium and Heavy harvesters are based in the Installations tree of Architect. YOu'll want the full Construction tree to get the architect experimentation skill points.

Okay so let me get this straight...for the artisan stuff they help me get more resources then normal first. Then to get certed for the medium and large harvesters you have to get that tree in architect? Okay thanks

I might have misinterpreted your question.
If you are asking what skill do you need to USE the harvesters? Then the answer is none.
Anyone can use any harvester. No skills are required. To find resources you need artisan and its surveying skill but if someone else found a good spot or if you just want to drop them and harvester whatever is there then you don't even need that.

There is no skill requirement to use a harvester. You don't even need to be Artisan. However you will need to have the surveying tree so you can find a good spot.
