I am in need of ore and was just wondering where the JTL ore is spawning since I heard that is real good to get. Thanks.

It's called Fermionic Siliclastic Ore.

It's always in-shift, but only on one planet at a time.

Check SWGCraft.com to see where it is in your galaxy.

It's not necessarily good ore, but it's easy to find it in 90%+ concentrations so that's why it's desirable.
