You use power from a Wind Generator. You set one up on a resource spawn just like you do with the Mineral Extractor. You pay it's maintenence, and it creates power for you to put into the mineral extractor. Ongoing process of management.

How much radioactive mineral/timeis needed to power a harvestor?

Does wind power last longer than the retroactive metal or it is about the same?

Personal extractors use 25 power per hour. That means a wind generator on a 100% spot would generate enough power for 12 harvesters. Multiply your wind concentration by 12 to find out how many harvesters you can actually service. For example, on a 50% spot, you can service 6 harvesters.
Radioactives work as well, however I find it easier to let my wind harvester harvest power at all times then have to spend some of my time sampling for radioactives. You could, of course, use a personal extractor for it but it will only make enough to power at most 4 harvesters, not counting itself.
