Experiment your light ore mining unit as high as possible - 85-92 kind of range. Then experiment in the final assembly.
Your materials for the LOMU and the final assembly need to have high UT, HR, and SR.
It *might* be. The final rate of the finished harvester is a function of adding together the percentages on the LOMU and the final assembly, so the higher the LOMU the more leeway you have on the final assembly.
Essentially experiment that LOMU as high as you possibly can. Then use it to make the final harvester, experimenting on the final assembly. Once the display says you've hit rate=10, stop with that part and put any remaining points into storage.
even if the light ore miining units experimentation gets it to 4..use any points left.
I dont know all the "math" of things but I found out the hard way if I had points to experiment and say JUST hit 4...87% (?) ..may as well toss em if hoping for 10's. Using same materials with one that went to 97% ( still 4...come on..give us a 5 /rude) and same final combine materials is a whole different story. hit 10 with 3 experiment points left. Been just throwin em in hopper size..unless anyone can tell me about hitting 11...cant seem to even at 98% on final with all the yummy stats over 950 on the steel.
Anyhow, get a copy of the Crafting Assistant spreadsheet, and let me know if the formulas are off.

You need decent 'rolls' on the final assembly, plus good materials in UT/Heat/Shock in the final assembly.
Getting a +4 light ore mining unit is the easy part.
