Umm, let me see if I can help with this one. If you open you datapad and look at your schematics, they give a listing of all the resources you'll need to make that item. Below this is a list of what matters. Fora LOMU (light ore mining unit) its 25% Heat Resistance, 25% Shock Resistance and 50% Unit Toughness so yes UT is a pretty big factor but if you don't have the other two stats with a good rate, you're finished item will not be nearly as good as it can.
Now, if you where wanting a list of what resources are good, well that depends on what's available at the time. However, there are some resources that seem to concistently have the same stats at high levels. I believe that the system has a certian value that a resource cannot fall below when the game generates it. For example, let's say that a type of Steel called X has a UT of 950. There my be coding that says UT of X is +300 so that when it generates a value for UT it adds 300 to X's UT score. As for a list, I've yet to see one but I'll throw in my own observations. For Steel, Duralloy has been very reliable for hight stats for harvester construction. For Ore, try Zinziam Carbonate Ore, it too has proven to have high stats when it becomes available.

You posted this same question in response to the FAQ so I won't point you to the FAQ as I usually do.
If you are making buildings, furniture, city items and furniture the quality of resources does not matter at all.
If you are making harvesters then the quality of material only matters for the key mining unit sub component (e.g. Ore mining unit for heavy harvesters or fusions) and for the materials used during final combine. The stats that matter are Heat Resist, Shock Resist and Unit Toughness. Ratio is HR + SR + UT + UT. Thats it, thats all that matters for harvesters. Walls don't matter. Other sub parts like small storage modules don't matter and those can't even be experimented.
For crafting stations its primarily Conductivity for the station istelf and then OQ and sometimes OQ + Conductivity for all the sub components.
