Is it possible, once you buy a house and set it down, to sell it to another player so that it's taking away from their alotment of plots instead of your own?

When you transfer it to them it will be taken from their lots not yours.

Yes, you can do this easily, although it requires a certain level of trust because you can't do it via the "secure trade" screen.
You set up your house, decorate it, etc and then some day you decide to sell or give it to someone else. Here are the steps you need to take.
1. Make sure that *they* have enough free lots to "accept" the house.
2. They must be on-line and "close" to you - I suggest that you both go into the house.
3. For safety sake, put them on the "admin" list.
4. Now just click on the structure management terminal and type:
/transferstructure NewOwnerName
5. They now own it and it takes away from their lots. You have your lots freed up.
6. The transfer takes YOUR name off the admin list automatically, so if you need to stay on the admin list for any reason, have the new owner add you to the admin list immedicately.
