I just made master architech and was experimenting on the different components for the harvesters. I started with a heavy harvesting mechanism for the heavy floral and on experimenting I came out with a BER of 6 and 84% efficiency on experimenting on the mechanism. I was wondering if this is a high enough BER to get a heavy floral with a BER of 13.
And that got me thinking also... What is the highest BER I should shoot for on all the harvester components to get the highest BER on my harvesters?
Heavy Harvesting Mechanism
Turbo Fluidic Drilling Pump Unit
Generator Turbine
Ore Mining Unit

Check the FAQ - I think it covers that. If not, there is a "Architect for Dummies" (modeled after the popular books that give a great first look at a subject.) It has a link to a discussion of what it takes to build high-end harvesters.
The "rate" of a "mining component" (e.g, ore mining unit, harvesting mechanism) is capped at 6. But.... IGNORE that rate. All you care about is that final percentage.
If you get that final percentage over 90%, then you are just about assured of getting a max BER on your final harvester. Essentially it adds the "quality" of the mining component and the "quality" of your final harvester assembly to determine the final BER.
I know that with a quality of +98% on the mining component, you can get BER13 with a final assembly of 75-80%.
I would *guess* that a quality of 84% on your mining component is very unlikely to get you max BER.
Make sure you are using lube oil for ALL chemicals. Make sure that all steel/metal/ore in the mining component and final assembly has ((2*UT)+HR+SR)/4) greater than 900.

Thanks ZenDragonMLS! That's exactly what I needed to know. And thanks for bumping the "dummies" post, that also is what I was looking for.
The main FAQ didn't have the guide to the components, but that "dummies" post had the link to the guide I needed. And I've already gone out to buy some good steel, as my steel wasn't very good. And I switched out my chemicals (was using a polymer).
