There should be a billboard structure that a mayor can set down which he/she can put down some message on that's visible without having to open up a monitor. Something in big letters, i.e. "Welcome to Generic Town". Oh yes, and have lights at night. Las Vegas, baby!

interesting idea, however itwouldbe possible for 'bad people' to use it for less than acceptable language and other things....

It's true, it could be used for written 'badness' but so can house signs, factories and harvestors. It would be no different to those, I'd imagine.

For the love of God...NO! 
Before you'd know it, the countryside would be littered with spamming avertisments for everything from vendors to personal statements. The first time I see a bilboard that reads "Ph33r myuber 7eet skilz!" it will probably herald my final days in SWG. Aren't spambots and afk-spammers enough

Aren't spambots and afk-spammers enough I could see a generic sign that is generated based on the city name, but certainly not customizable beyond selecting from a list of available styles/messages. It simply lends itself to too much potnetial for abuse, similar to the issue of custom paintings.
