Originally the droid storage compartments were made using just OQ then they changed it to OQ and cond. Its harder to find a metal with very high OQ and cond than it is to find one with a very OQ. So it wasn't too hard to get 99% DSCs before and now 97% or so is pretty high.

Also I think originally it was artisan experimentation used to make the droid compartments and then they changed it over to DE experimentation.
