do the items in the cases count towards the total item count of the house? or can we use these as storage

Yes, about time. I've heard some stories of items vanishing from these new containers, but I think it's the same as with all containers and the items are recoverable.
There is some strange behavior when transfering items from your backpack to one of these new containers. Things don't sync up until you open another container. So even though the items aren't in your back pack, you see them there, and you don't see them in the new container. Until you open another container, then it all syncs up. Kind of annoying.
I've been selling a ton of these lately, but the profit margin is pretty slim, on all furniture...

We have been asking for this for so long I can't remember when it was first requested. Maybe now the furniture business will pickup
Now if we could convince the devs to make them act like a locked container and only count as 1 item for the house, what a beautiful thing this will be
