Can Architects make outside walls (the ones seen when you're running through a city)? If not, does anyone think it would be a good idea if they could?

These will (probably) be implemented when Player Cities are implemented.

During development the Devs said that city walls would take up lots. Since they cut us back to 10 lots, walls had better not take any lots at all.
