I have a similar problem. I am missing one lot though. I am currently believing that they decided to make a medium house cost 3 lots.

same here 
i destroyed 1 and lost 2 (i think some mob popped on it and destroyed it and the other few harvetser aroudn it)
now i can build any more harvester (only got 7 active ones)

This was a bug in beta that may have cropped back up.. if you let your harvesters crumble to dust, you wouldn't get that lot back. /bug it!

After a mineral shift on Tattoine, I destroyed all my harvesters and moved to Naboo. I quickly built and deployed 8 harvesters, did some missions, came back and tried to deploy the other two.
It now says no lots available. I've created an open ticket, but now what? Is their a quicker solution to this?
