If i use cheap materials does it matter with small houses? Are there various qualities that you can improve by using the best materials? IS there a substantive difference between Small Houses (or any house for that matter)????

Nope - quality doesn't matter on any of the houses or PA halls. You can use the crappiest resources you can get your hands on and the house will be no different to that built with stat 1000 resources.

Gotta love the Architect profession
