From what I can tell...Hospitals can only be placed by Master Docters and Master Combat Medics....Theators and Cantinas can only be placed by Master Muscians and MasterDancers....and finally Merchant Tents can only be placed by High lvl or Master Merchants.....

I think thats a very limited client base...Maybe Novices of these proffessions should be able to place them...
